Spokane has three MSW tiers: City WTE at $152.60 per ton (2026 rate, $24.93 minimum), Spokane County transfer stations at $135.63 per ton ($20 minimum), and Sunshine Disposal at approximately $126.23 per ton ($19.80 minimum — verify for 2026). All facilities add per-vehicle surcharges ranging from $2.68 to $3 per trip. County stations add a 3.5% surcharge on card payments. Graham Road C&D Landfill charges $9.75 per cubic yard for clean inert material — dramatically cheaper for construction debris.
Graham Road Recycling and Disposal Facility at 1820 S Graham Road in Medical Lake is the only C&D landfill in Spokane County. Clean inert material (dirt, rock, concrete, asphalt) costs $9.75 per cubic yard. Mixed C&D loads cost $12.25 per cubic yard. Additional surcharges include an environmental fee ($15 for loads up to 8 cubic yards, $30 for larger), plus 3.6% WA Refuse Tax, 14.5% Wastewater Recovery Fee, and 3.6% Regulatory Cost Recovery Fee. Even after all surcharges, Graham Road is dramatically cheaper than $135+ per ton at transfer stations for construction debris.
The WA Utilities and Transportation Commission aggressively enforces G-Certificate requirements for anyone hauling solid waste for compensation — penalties have reached into the millions of dollars. The legal boundary between junk removal services and solid waste collection is a gray area that operators must resolve before launching. Consult UTC at utc.wa.gov for current guidance on whether your specific service model requires a G-Certificate. Some junk removal operators have successfully argued their services are distinct from traditional solid waste collection.
WTE and Sunshine Disposal are both open 7 days a week year-round. County transfer stations (North County and Valley) have weekend hours: summer Saturday and Sunday 8:30 AM to 5:00 PM, winter 8:30 AM to 4:00 PM. Graham Road C&D Landfill is closed Saturday and Sunday — plan C&D dump runs for weekdays. HHW is accepted at county stations on weekends only; WTE accepts HHW 7 days.
County transfer stations added a new $30 per unit Freon appliance surcharge in 2026, charged on top of the standard weight-based disposal fee. RV refrigerators are NOT accepted at county stations. WTE accepts all appliances including ammonia-refrigerant units at the standard trash rate by weight with no per-unit surcharge — making WTE the better option for appliance-heavy loads. Sunshine Disposal accepts appliances but surcharges are not published — call (509) 924-5678. Freon must be removed by a certified technician before disposal at Graham Road.
